ORGANIZATIONAL BACKGROUND

HUHESO FOUNDATION is a non-profit Organization based in Tanzania Mainland was legally registered as The Foundation for Human Health and Social Development (HUHESO Foundation) under NGO act No 24 of 2002 with registration number 00NGO/08602 at the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDEC).

Our primary goal is to lead disadvantaged groups into the development process in Tanzania and play a constructive role in uniting their efforts and potentialities in society. HUHESO-FOUNDATION strives to promote dignity, and equitable access to social services and resources for development.

HUHESO FOUNDATION is currently working in partnership with FHI360, Shinyanga and Iringa Region, and District Health Authorities in Regional and District Health management teams to implement EpiC program. Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the U.S. Agency for International Development (USAID) which is dedicated to achieving and maintaining HIV epidemic control. 

EpiC provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and improve HIV case-finding, prevention and linkage to treatment. HUHESO Foundation works closely with the Government of Tanzania (GoT) at national and sub-national levels to implement EpiC project in Kahama MC, Ushetu DC and in all councils in Iringa region to address critical gaps and bottlenecks in the response to Women and Men who are at higher risk of getting HIV by providing a core package of Vulnerability-tailored client and community-centered combination of HIV prevention and family planning services with traceable linkages to care, treatment and other referral services. HUHESO FOUNDATION is seeking to recruit highly qualified, experienced, motivated, and dynamic individual to fill the following position:


JOB TITLE: COMMUNITY ENGAGEMENT OFFICER (CEO) (1 POST)

Location:           Kilolo DC

Reports to:       Program Manager

Duration:          One year / Renewable

Position Description:

The Community Engagement Officer will work in collaboration with Biomedical technical officer at regional levels and community in respective council to implement HIV prevention programs targeting populations at risk, s/he will monitor the implementation of the SBCC, structural and gender activities in compliance with the overall regional work plan. S/he will play a key role in ensuring that the Community activities (SBCC, structural, and gender activities) are conducted according to the National standards and EpiC standard operating procedures and that beneficiaries receive quality services; s/he will also play a crucial role in supervising and building the capacity of Peer Educators, Navigators and mobilizers for effective and efficiently implementation of activities during outreach activities (mobile testing and moonlight approaches) for HTS provision. She will be managing all community activities by conducting progress review meetings in a monthly basis with all peers (educators, mobilizes, navigators) and healthcare providers. She/he will work with the case management team at health facilities and community for a continuum to care. Also, will be responsible in monitoring Gender-based/Intimate partner Violence cases including status of referrals and linkages.

 

Roles and Responsibilities: 

Community Engagement

  •        Supporting day-to-day community activities of Peers (educators, mobilizers, navigators) during demand creation, group education, individual education, outreach services for moonlight and mobile testing and client’s referrals and linkages.
  •        Supervising and managing all peers (educators, mobilizers, navigators), by making sure community activities are well planned and implemented to facilitate Comprehensive HIV service provision (HTS, PrEP, HIVST, TB, GBV and Family planning)
  •        Supporting training and mentoring Peer Educators, Peer mobilizers, and Peer Navigators) to roll out SBC training to the population at risk in respective communities.
  •        Supervising and supporting the formation of PrEP groups in the project by making sure groups are managed by the team members for sustainability in the working area.
  •        Supervising and monitoring community activities including SBC activities to ensure Peer educators, Peer mobilizers, and Peer Navigators) have all required tools, are well documented and reports are clear.
  •        Collaborate with Peer educators, mobilizers, navigators, community leaders, gatekeepers, and local organizations during hotspot mapping exercise.
  •        Support of Economic strengthening of Adolescents and youth to reduce risk HIV infections through enabling DREAMS intervention Work in collaboration with LGAs in managing community engagement portfolio.

A: Coordination.

  •        Manage peer educators, Peer mobilizers, and peer navigators to ensure proper planning and implementation of community engagement-related activities like demand creation, group, and individual education sessions
  •        Support Peer Educators to ensure that the vulnerability index tool is administered and filed for all AGYW enrolled in the project.
  •        Support Peer Educators to ensure that the Sitetereki approach is well used to enroll youth (ABYM & AGYW) in the project.
  •        Coordinate the delivery of KVP-specific SBC services on HIV testing, PrEP, ART, sexual and reproductive health services, and psychosocial support.

·       Support the establishment of a case management team in conjunction with health facility

·       Work with project and district officials to facilitate community engagement training to peer educators, Peer mobilizers and navigators, and other relevant trainings required.

·       Support strengthening of Condom Programming.

·       Support integration of HTS with other biomedical and behavioral interventions to the targeted population.

·       Establish mechanisms for gathering feedback from KVPs to ensure their needs are met and services are user-friendly.

 

B: Networking

·        Liaise with government health structures at council level to ensure alignment with national policies and guidelines for KVP services.

·       Build and maintain relationships with other Implementing Partners local stakeholders, including civil society organizations (CSOs), faith-based organizations (FBOs), community-based organizations (CBOs), and healthcare providers.

·       Work with Peers (educators, mobilizers, navigators) to identify and link targeted clients to other implementing partners for psychosocial support.

·       Work collaboratively with other project team members to ensure necessary program planning, development, and management activities function smoothly and efficiently and in an integrated manner.

 

C: Monitoring, Evaluation, Learning, And Reporting

  •       Prepare monthly and weekly route plans for the project to reach the targeted population.
  •        Participate in the monitoring and evaluation of community engagement activities, ensuring data quality and proper documentation.
  •        Document best practices, lessons learned, and success stories, visuals from the field for organizational learning and donor reporting.
  •        Monitor Peers (Educators, Mobilizers, Navigators) and Providers implement plans and progress of community engagement portfolio as per project targets
  •        Provide weekly updates and monthly reports to the Program Manager.
  •        Conducting weekly performances for Peer (Educators, Mobilizers, Navigators) to assess performance and share areas of improvement
  •        Working closely with the Data Manager to evaluate data and program progress.
  •        Conducting monthly and quarterly meetings with Providers, and Peers (educators, navigators) to share progress in a specific month and plan for the next month

  • Use feedback and data analysis to inform program improvement and scale successful initiatives

 

Qualifications and other requirements

  • Bachelor’ degree in public health, social work, Community Development, Sociology, or other related degree required, with 3 to 5 years of relevant experience working with marginalized and vulnerable groups in the community.
  • Knowledge of health and development programs in Tanzania including familiarity with the national KVP, youth and gender guidelines, standards and protocols.
  • Experience in programs serving populations at risk and addressing gender norms.
  • Demonstrated cultural sensitivity and sound understanding of the need’s vulnerable groups.
  • Experience in working with LGA, NGOs, CBOs, and health facilities to implement public health projects, especially those working with vulnerable populations.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Proficiency in writing and speaking English
  • Well-developed computer skills i.e., word, excel, internet, and power-point.
  • Strong analytical and problem-solving skills, with the ability to make sound judgments and decisions and offer innovative solutions.
  • Strong technical writing skills and good presentation and facilitation skills
  • Proactive, resourceful, solutions, and results-oriented
  • Adaptable, flexible, able to take initiative and prioritize amongst competing demands.

JOB TITLE: DATA OFFICERS (1 POST)

Location:          Mufindi DC

Reports to:       Data Manager

Duration:          One year / Renewable

Position Description:

Data Officer Will Provide technical support and oversight to the implementation of community-based activities for all details obtained from targeted population in the district, including the details and data from community-based HIV testing and counseling (CBHTC), pre-exposure prophylaxis (PrEP), HIV self-testing (HIVST), linkage to care, family planning (FP), services for gender-based violence (GBV) victims, and sexually transmitted infection (STI) screening. Data officer should be able to analyze and translate all indicators performance and track the project trend, will Work closely with data manager and all other technical staffs for making sure that each data from all project interventions is entered in all project systems.

Roles and Responsibilities:

·       Oversee collection of data from various sources, ensuring it is accurate, reliable, and timely.

·       Assist the data manager in keeping records of all the forms collected from field activities file completed forms in organized manner Enter data, run output reports from data bases and cross-check with data sources to make sure that data are accurate.

·       Ensuring data quality through reviewing of all data collection forms submitted to the office by field officers and other data collectors particularly, health unit’s staff, CHWs and identifying the errors and working with data collectors to ensure that the errors are timely addressed.

·       Ensuring data and field level are collected according to EpiC guidelines, well kept at all levels, analyzed and results shared with data manager.

·       Conducting data verification and periodic data audits to ensure data quality at all times

·       Implement and monitor quality assurance procedures to ensure data integrity and consistency.

·       Ensure that all data handling practices comply with ethical standards and legal requirements, particularly regarding patient confidentiality.

·       Implement data protection measures to safeguard sensitive information.

·       Create mechanisms for feedback on data collection and reporting processes to facilitate continuous improvement.

 

Required Qualifications:

  • Certificate or Diploma in Information Technology, information management and statistics,
  • Training in Monitoring and Evaluation, community mobilization, counseling is of added advantages.

  • Experience in HIV Prevention, Care and Treatment Programming.
  • Community health experiences and capacities.
  • Ability of Community Health Work, Health Committees (villages Health committees, Ward Development committees, Health facilities committees) etc.
  • Ability to build relationship with Key Vulnerable Populations (KVP) groups at community levels.
  • Able to work with Health staff at different district council levels.
  • Proficiency in writing and speaking English
  • Able to timely collect, verification, compilation and data analysis as required by the EpiC.
  • Ability to work with minimal supervision.
